Overland flow in undisturbed watersheds occurs only under special conditions and usually from very small areas along stream channels where the soil has been saturated. A variation of overland flow in which infiltrated water moving along subsurface flow paths reemerges at the surface has been described as 'return flow' by Musgrave and Holton (1964). The possibility that only part of a watershed may contribute runoff during storms was suggested by Moldenhauer et al. (1960). Betson (1964) recognized that certain limited parts of a watershed sometimes contribute overland flow to streams, which led to the development of the concept of partial-area contributions.
For the temporal scale, the model requires daily precipitation inputs and can be used to simulate many decades. The compartments are divided into horizontal slices of variable thickness: a snowpack compartment, approximately a half meter upper soil horizon, a variable unsaturated zone, and a saturated zone. Storage of water in each compartment occurs during and following precipitation events, so the water volume of each compartment is variable over time for a given watershed.
